EDIT: I know that storyline takes here(right?) but wonder if I can make a run there. I am a pro runner that runned everywhere possible without story line cause I like to have every outpost unlocked. I couldnt found the place cause its a dungeon alike area

I think you can hitch a ride with someone else who's doing Destruction's Depths.

You won't be able to do the last mission/quest though.
