By itself, it won't cause scatter. Bring enough skills that would contribute to scatter, and it will.

PvE: No scattering.
AB: Depends on how much people are paying attention. Usually not though; they assume the Ele who cast it made it a one time ordeal.

Lol, in ab even meteor shower doesn't seem to cause people to scatter. In pve, like others say, RI does not cause scatter.
