Where can i get splinter weapon skill?

what is an elite skill and how does it differ from the regular skill?

To answer your question about an elite skill...

Splinter Weapon is a weapon spell found in Factions for the Ritualist.

Elites can be found prior to Kaineng Centre (if you have a Factions created character, although you can't cap until you reach this city). The same thing can be said about Nightfall. Ravenous Gaze can be capped, during a quest if you are a Nightfall born character or you accompany someone who has this particular quest (as the monster won't show up otherwise). Also, there are several monsters you can cap from if you are not from Nightfall, on "noob island" - but you must do a quest for them to appear. You must have a cap sig (which you cannot get from "noob island").
