Do the effects of [skill]Lingering Curse[/skill]and [skill]Defile Flesh[/skill] stack up so that the target only gets healed for 1/3rd of the healing?

No healing reduction is capped at 40%, so lingering curse will bypass that but defile flesh would have no effect
