PC on gold and green item pls

Gold:
Tall shield of fortitude
Armor 16 (Req 11 tactics)
Health +30

Green:
Asterius' Scythe
Slashing 9-41 (Req. 8 scythe)
Damage +15% while health is above 50%
Enchantments last 20% longer
Energy gain on hit 1
Energy regen -1

Can anyone give me a p/c on this? Or would it be a better idea to salvage this and sell loose?
