If you go out of Longeye's Ledge and look to the right, there is a path sloping up. Follow it up and you'll hear 3 whispers, at there top near the collector he will appear.
When he's appeeared and you've completed the Vanguard storyline (I think) You can find him in the middle of Grothmar Wardowns and he starts a line of quests.

Some people thinks it makes sense for Vael to be Captain Osric or whatever his name was. All the stuff Vael says would fit if Osric said them, provided you had played through Prophecies.
In Grothmar Wardowns, I believe he spawns in about 4 different locations, one of which is up on that hill by the entrance.
