i am in factions and have acquired a conjur frost spell on the initial island. Where can i get the cold based sword or get the cold upgrade for the sword? Do i have to wait for the monster to randomly drop the upgrade? i hope not!!

how do i buy it from another player? Is these there a auction house like in WOW where player advertise their items?

There is no auction house. The main trading cities in GW are Kamadan, Lion's Arch, and Kaineng Center. That's where most people go to trade. Just go there and throw WTB Icy Sword Hilt into the trade chat. Don't pay more than 500g for it though imo.
