Have to agree with the OP. The Cleaver is defo underated. It's currently my weapon of choice. Here's a pic of my monks' one with a black dye thrown on it.

Looks very authentic with Gladiator armor, and a nice dye job can make the orbs match up nicely with the orbs on a Zodiac Axe. This combo also doesn't have any clipping issues, which is a big bonus for someone who's notoriously deleted many characters for that reason alone.
