Hello, my name is Tatum and I have a problem

Any time I enter to explorable area, the first foes what I fight against, that time my ping goes to 5000-7000 and FPS drops to 1-5. This gets really annoying, especially when I'm playing monk ,becouse I cant do anything when this happens.

What should I do, could the best change to re-install the game?

This happens to me in almost every area of the game. It seems to be related to limited memory. What video card do you have?
