By underrated I mean two things:

Either A: Skills that, obviously, are very powerful but hardly used.

or B: Skills that are so seldom used you never even knew/forgot that they even existed.

For me, it'd be this skill:

I've never seen this skill used, and have never seen it before until today when just clicking random article on the Wiki. Seems like a pretty darn powerful skill to me, especially against other Dervishes.

The no attribute assassin signet that removes enchantments per hex - OMG it can remove spell proof enchantments if your target was pre hexed! I still need to try it.

And phoenix. Everyone says its a nub skill but its a fireball and flame burst rolled into one spell.

I have some really good ether prism builds. One I like is conjure phantasm and nightmare with mantra of persistance, gole, ether prism, energy blast and aura of res. 10+1+1 ES, 12 illusion, 8 inspiration. Cover the whole enemy team with non stop degen! Also you can try it with clumsiness and wandering eye, but the degen is better pressure plus the powerful energy blast spike.

Vow of Strength, most people think it sucks because you can’t use any attack skills( so no constant condition output through the use of attacking skills). But with the ~45% damage bonus each of your hit hits ~60 and you can employ the use of enchantments and stances.(Mirage cloak, heart of holy flame, heart of fury ....etc.)

Rending Aura is a staple of my favourite farming build.

Epidemic is used a lot in BHA builds but i'm surprised it's not more widely used. I can imagine it not being used massively in PvP but in PvE it could be very powerful. You stack a load of conditions on a target like weakness/blind/cracked armour from an air ele, poison/dazed/cripple from a ranger, bleeding/DW/cripple from a warrior, poison/bleeding from a sin, etc... and then with a bit of timing a caster at the back of the group could transfer those conditions to several other foes. It'd take a bit of practice but it'd be pretty powerful if you pulled it off.

I used it in the ascalon missions in HM where there's lots of melee to spread blind/weakness around. Helped massively.

I use it with a condition spam air ele, cracked armor, weakness and blind, add to that bleed, poison and deep wound added by the heroes and there you have

Raven Blessing is a pretty powerful skill that is completely overshadowed in popularity by its Ursan cousin but spammable ranged AoE damage (especially now that Ursan Strike got reduced to melee range), spammable cripple and bleeding, AoE blinding, anti-KD and inherent HP boost and blocking crammed in one slot packs a real punch especially when augmented with a suitable build (e.g., long lasting effects like spirits) and choice of equipment.

Well, epedemic is useful. Its just... how often do you see mesmers in PvE (or people with mesmer secondary using it for something other then inspiration magic)? Pretty much all mesmer skills are underrated

Anyway... I would say... [skill]lightning bolt[/skill]. Cheap, spamable, and good bonus damage that is easily met in PvP.

The Touch Rangers and all their variants have the most underrated skills and character class in the entire game. These players have the power to destroy two or three classes at a time and not lose much health doing so. Thus their skills and builds are most underrated. They can solo at least 98% of the builds out there. Quite the pwnage the Touch Ranger and people call them noobs because they are jealous of their power. When you want to win, play a touch ranger. 9 out of 10 times you'll stomp all your opponents with their underrated skills and power.

I wouldn't say a Touch Ranger is underrated. You see quite a lot of them in AB/RA and many are aware at just how tough they can be. The reason they get called "noobs" all the time is because the little kids they beat up don't like losing, therefore whoever beat them must be a noob.....never quite figured that insult out tbh.

It is one of the most resiliant builds around 1v1 and can be hard to take down solo, but i find that overwhelming firepower usually does the trick . My Rt/A likes to munch on them anyway .

[skill]Spirit's Strength[/skill] + Favorite Weapon Spell (Warmongers or Aggression work fine) + some Zealous Daggers + some other Assassin skills = pure pwnage in AB. I love when my Rit slices through foes abundant at ~100-150 dps. It has its flaws, but Sprit's Strength in PvP (at least in AB) is awesome.

@Touchers: It is not that the build is not powerful. It is that many people take advantage of an easy build and run in into the motherf**king ground. I don't respect touchers because although the build is powerful, it reflects that the player doesn't try hard to succeed and has no PvP talent whatsoever.

Using Angelic Bond in PvE is just asking for a quick death. Your whole team of 8 gets hit for 100 damage, they take 50 and you take 450 damage. Basically instant death. Also, since it isn't a shout, you have to basically build around keeping up energy to use the skill.

I call them noobs because the build is so easy to counter.

I once faced a team of 4 touch rangers in AB. They did nothing, just died. In fact, the build has been Archived on PvX Wiki simply because they now are countered by almost every meta build. That means they're basically on par with Whammos in PvP.

[skill]Echo[/skill] It's a great utility in PvE. It can copy different skills throughout your journey to adapt to different situations. Remarkably versatile, cheap and ideal when you can't pick a Mesmer Elite.

[skill]Backfire[/skill] Owns PvE monsters and RA casters. Not that there are many differences between the two.

[skill]Defile Defenses[/skill] Nasty damage with an easy condition, for 5 energy and spammable.

[skill]Edge of Extinction[/skill] Wins Vizunah Square

[skill]Fertile Season[/skill] It might seem like a nicey-nice anti-spike counter that saves everyone but people forget that it has to end at some point. And when it does, people don't expect the huge health drop. Combines nicely with EoE.

[skill]Divine Spirit[/skill] Not used often but it can really save your behind while under pressure.

[skill]Hundred Blades[/skill] It's great for adrenalin and AoE damage in PvE. Not so much in PvP.

Considering I don't play arenas, I would have no clue about it there. But in terms of AB/elsewhere, I have only encountered 1 person running the same build, so I think it is rarely used. But I guess it is conflicting opinions. *shrug*
