The skills you've unlock via the PvP Unlock packs are fully open to all your PvP characters.

To 'access' them for PvE characters, you need to buy them from a skill trainer on respective continents (ie. Factions skill unlock-Cantha, Nightfall Skill Unlock-Elona, etc.) If you brought a core skill unlock pack, you can buy the skills from any continent.

A second method is to use tomes. Using a tome can let you learn any skill you've unlocked on your account.

Hope that isnt too confusing

^What he said. Also, elite skills aren't included. You'd have to cap them from the bosses.

If you've bought all the packs, then the skills you have unlocked will be available from skill trainers. In Ascalon City, talk to Sir Betran the skills guy to buy skills. He will offer all of the core skills that you have unlocked, as well as all the Prophecies skills you have unlocked, and you can buy them from him straightaway instead of waiting until later parts of the game to buy them (as long as you have enough gold and skill points). Although an important thing to note is this: Prophecies gives you a lot of skills for free by doing quests, so don't buy any skills that you would be able to get from quests.

To buy skills that are specific to Factions, Nightfall or Eye of the North, you will have to visit skill trainers in those areas. This is useful, as you have to buy all the skills in those campaigns anyway and having them all unlocked makes all of them available to characters that are new or freshly transferred over from other campaigns (you would otherwise have to wait until later parts of the games to find skill trainers that sell all of them).

Also, if you have any PvP-characters or heroes, they will have automatic access to all of the unlocked skills (including elite skills). This requires no effort or expenditure from you.
