PC on Gold Shield req 9/ -5 20%

I've been out of the game for awhile and i'm starting to get back in it, but i don't know what anything is worth.

i have a Skeleton Shield req. 9 tactics...it only has -5 20%...is it worth anything or vendor it?

-5 (20%) is worth 13k nowdays but its only good if its inscribable
+30 is worth 5k

This is IMO!
