everything on your skillbar counts as a skill, including signets. "you is just stupid" xD

The wording is "whenever target foe attacks or uses a skill" actually.

Multi hitting attack skills hurt the most with things like empathy/insidious parasite/SS, barrage for example triggers SS once for each hit

Skills are everything. Spells, traps, signets, shouts, chants, etc

As already mentioned, basically everything you use on your skillbar is a skill.
The skill works just fine

I see where you are coming from. SS kinda triggers whenever you do anything it`s nasty which is why necros love it. Even a signet can trigger it.
The problem I see is when playing a Ranger, skills are not as clear cut, a spell is not a skill anymore so Expertise is no use with spells. Kinda happened with my Mesmer too when I first used Blackout, lol. It said skills are disabled not spells, OMG, not to be used again.

Spells are skills. Expertise doesn't affect all skills, only certain types.
Expertise description: "For each rank of Expertise, the Energy cost of all of your attacks, Rituals, touch skills and Rangers skills are decreased by 4%."

That touch skills part include touch range spells too.
