Um, no, I ran through there 2 days ago to do blood washes blood and there was definatly no snowman out there.

They don't always spawn, but they've been on that hill since release. Go look up the random threads on it if you don't want to believe me.

Yeah they have been there since GW.EN Preview sorry for the letdown
