Lag in PVE but not in PVP

Ok, so i had this problem for about 5 weeks now, i have a massive lag spikes in PVE, but PVP runs fine. Here are just few sceenes i was bothered to take, and all i can tell you that i spend more time looking at my frozen self then playing, not to mention instant eer7s and disconnects. The really strange thing is that while playing pvp the lag is gone, i can play fine. I will also add that i get those big lag spikes when im in towns and outposts.

e6600 @ 2.9
2 gig ocz ram
hd 2900 xt
sata 320 gigs

i do not think its my hardware

i have ran gw with "-iamge" in the shortcut, so i have complete and up to date gw, and there isnt any background streaming.
i have ran tracert to gw server (it didnt complete, but not many do)
i have ran gw diag utility (can provide the info on request, completed it fine in around 19sec)
i havnt got any problems with connection to any other games or browsing the net to either american coast ( im loacated in australia)
im absolutely clueless as to what could be coursing this strange only PVE lag

and yea i did not contact anet support as i feel its a complete waste of time, getting automated responses and passing the buck.

any help and info would be appreciated

im spiking in pve too yet getting 90ms in pvp. no idea why, i thought it was my isp for a while then realized that i can play steam games just fine.

not sure, but i think its some sort of router from gw to regional players.

I think every one for the most part has been experiencing lag spikes. My guild/alliance and I have all been having issues with it for a couple weeks. My thoughts are that the recent snow storms have knocked out a lot of commuinications across the entire country. A lot of lines have had to be rerouted. Many of which create a lot of bottle necks out there for us two get jammed into. I noticed the lag spikes starting around the same time I started having to deny people support tickets where i work at AT&T. Its just a hypothesis though because i havn't been having trouble with my internet other than on Anet but i bet there is a relation.
