Unlock a Hero you don't have yet at one of the Priests of Balthazar with 3,000 faction. Other than that, I'm not sure what to tell you. Judging from your other post, it could be a bug with your account.

Yeah, I have plenty of heroes, all unlocked except for a couple in Nightfall and I'm only half way through GWEN. I guess if it really is a bug I'm just screwed for PvP. I can go with any Nightfall Char I create but every time I create a PvP char it's like Hero Battles doesn't exist.

I can't find any sort of info about this bug. Have you tried re-downloading GW? It often helps with unusual bugs like this.
