My HA team build is pressed for skill slots and im wondering if this is a stupid idea.

Golden Fox Strike (Dagger Mastery)
If this attack hits, target foe takes +27 damage. If you are under the effects of an Enchantment, this attack cannot be blocked.
Energy:5 Cast:0 Recharge:4
Wild Strike (Dagger Mastery)
Must follow a lead attack. If it hits, this attack strikes for +32 damage and any Stance being used by target foe ends. This skill cannot be blocked.
Energy:5 Cast:0 Recharge:4
Shattering Assault [Elite] (Dagger Mastery)
Must follow an off-hand attack. If it hits, you deal 67 damage and target foe loses one Enchantment. This attack cannot be blocked.
Energy:10 Cast:0 Recharge:4
Impale (Deadly Arts)
Must follow a dual attack. Target foe is struck for 50 earth damage and suffers from a Deep Wound for 10 seconds.

Siphon Speed (Deadly Arts)
For 10 seconds, target foe moves 33% slower and you move 33% faster. This Spell has half the normal range.
Energy:5 Cast:1 Recharge:5
"Make Haste!" (Command)
For 10 seconds, target other ally moves 33% faster. This Skill ends if that ally successfully hits with an attack.
Energy:5 Cast:0 Recharge:10
Song of Concentration (Command)
For 10 seconds, the next Skill used by each ally within earshot cannot be interrupted.
Adrenaline:8
Resurrection Signet ( )
Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. You may use this Signet only once per mission.

What should we exactly do with this post? Filling skill slots with utilities is always a good idea.

Energy:0 Cast:3 Recharge:0 What provides your enchantment to make Golden Fox Strike unblockable? And just what purpose do the Paragon skills serve on an Assassin? Why not just run a Paragon?
This is one of those builds where we really need to see the rest of the team build before we can really give any sort of constructive feedback.

Lots of hexes and E-Denial with burning and AoE from the eles and Moebius.
So the para secondary is to accomadate the speed buff and Song of Concentration. Oh and "Dagger Mastery: 13 (11+2)" means its its a minor and +1 from the mask.
