You can only pay to have them filled in ONCE. After that you have to actually do the quests again.

You can get new books, reopen the quests at the scrying pool in your HOM, and complete them again.

Keep in mind that once you've finished the game, your next hero's handbook will come with a few quests (5) already done for you. So you just have to do 3 more and you can turn the books in for points already. Alternate way of getting reputation points. Pays off better in HM of course.

I'm not sure about all the quests, but I know that for at least some of them, it is not necessary to reactivate the quests via the scrying pool. For example, you can just go do the A Time for Heroes quest by talking to the NPC and you will get credit if you kill the Great Destroyer.

Yes, and don't forget, don't get to 80,000 points in any of the title tracks before you fill in the book, or the book becomes worthless unless you do it all again in hard mode. I discovered this the hard way.....

Useless only for the title track that's at plus 80k right? I assumed you would still be able to use NM books on other title tracks that were still below the 80k limit.

You can do this with any quest, providing that you remember where you get them. The Scrying Pool only points you to where that is, it doesn't actually start them.

I finished EoTN missions, but I did it without having my book, so now that I actually got one, I wanted to do what you guys suggested, but it not working. Does that mean I have to do everything again?

I don't know what the problem may be. If you did the quests in Normal Mode, you'll need to have a Normal Mode Hero's Handbook. Also, after you get the book from the NPC, you'll need to say "good-bye" and then talk to him again (and perhaps go through the "written evidence?" dialog), before he'll offer to let you buy the pages.
