You can only get them from presents.
I think you mean candy cane shards?
If you mean shards then just kill monsters.
If you mean candy canes then buy or open them.

This is me first Christmas on GW, what do they CC's do, should I save em up, sell em, or feed em to Rudolph and steal a Wii?

There are different kinds of CC's that remove various amounts of DP. Check WIKI for details.

Shards are collectables that can be traded for things with NPC's set up for Wintersday.

As for Candy-canes, you CAN get wintergreen CCs (removes 15% DP) from collectors in Ascalon City, LA, Droks, and Kamadan. I'd go with farming Charr carvings in Ft. Ranik mission. you can get 25 - 30 carvings per solo run.

At the end of Wintersday last year, there were some collectors around for a few days that exchanged your Candy Cane Shards for Wintersday Gifts. In those gifts you can get your hands on everything from Fruitcake to Ale to Candy Canes including the elusive Rainbow Candy Cane. I believe it was five shards for a gift. The Wintersday Gifts also drop during the actual Wintersday celebration when you get your hat. After your side wins, a number of Wintersday gifts will drop for you that contain the same stuff listed above.
