From a artistic standpoint black white, and shades of green are tints and shades. From a physics standpoint they are all just wavelengths, and within visible light, which would make them colors. But, I think we're going based on a fashion/artistic standpoint, which makes them neutral, and not colors. From an artists standpoint - all colours (including green) are hues. Adding black to a hue gives you a different shade of that same hue. Adding white to a hue gives you a different tint of that same hue.

Black and pure white are technically not colours as they are defined as the presence or absence of all colours within the visible light spectrum. They are usually referred to universally as shades though (when comparing two things that are black/white we say something is a different shade of black or different shade of white). Grey is also considered a shade since it is a achieved by adding black to white. Adding grey to a hue can be either shading or tinting the hue, depending on which direction the hue goes within the light spectrum.
