(Answering this first because it will make later answers make more sense)
There are no separate servers in Guild Wars. Your character will be in the same game world as everyone else's, essentially. Every town/outpost/city/etc is divided into "districts," which you can move between freely. You can inhabit the American, International, or European English/German/French/Russian/Polish districts at any time you wish and change whenever.
Between cities are explorable areas and missions which your party will have their own instance of.

I don't think your choice of territory matters anymore. I suspect its a relic of ages past when Guild Wars was divided by region. Now, as I said earlier, everything is done by districts for each territory, which you are free to move around in. I think you're perfectly safe to choose the American territory.
I play with plenty of people from the UK/Australia/New Zealand every day and whether we're in the American, European, or International districts seems to matter little.

Don't worry too much about using a "good build" at this point. You won't have the resources at your disposal when you first start out to even be concerned with that. Put together the skills you start out with in a way that seems like it makes sense, and have some fun with it.
I don't know of any definitive "newbie guides to the game in general," but Stickied at the top of most of the forums here are guides for more specialized aspects. Keep an eye out for those. If you have a specific question you can't find an answer to, just ask here... or if its profession-specific, go ask in one of the Profession forums in the Campfire section.
