New PVE char on an ancient account

I've been playing GW since the Proph release, took a break before the Factions, the played the Factions a bit ( hated the storyline tho so I dropped it ) and now I need a proper char for Nightfall and EotN. I've a full unlock on my account but don't have even one PVE char. If I start a new 20 character in NF will it have previous skills and stuff? Or is there an another way to give him all the skills I have?

He'll have to re-buy/gain all skills and what not...
(If you're going to start a new PvE character for going through the entire game, it's best to create a prophecies, due to the ability to get run to LA quickly so you can access other campaigns quickly and free skills from quests.)

Start prophecies it's a bad idea since the quest for attribute point are too far.
I suggest you to start in nightfall since you get heros, attribute point and max armor very fast.

Starting in Prophecies will give you many "free" skills - you do have to do the relevant quests though.
Starting in Factions is the fastest way to level 20.
Starting in Nightfall is the fastest way to get heroes.
It's up to you and will somewhat depend on how much money you have. If you are poor then prophecies is probably the best, if you have enough to purchase runs and any skills you want then Factions tends to be the best.
And, lastly, each one has different faces/hairstyles available. This, probably more than anything, should be your guide. In all three cases it is easy to get to the other campaigns if you have some gold rendering everything but "looks" to be pretty much moot.
