Unfortunately a 6150SE looks like a VERY low-end card...
If you cant turn down any more graphics settings like Anti-Aliasing or Anisotropic Filtering, or even the resolution etc, then there's nothing you can possibly do but be forced to buy a better video card.
Your processor is more than up to the task, and you have enough RAM for the most-part.

Defrag your hard drive. Upgrade your RAM. Install Windows XP instead of Vista. Turn your graphics down.

Your processor is fine, but you video card id definitely bottlenecking it. If you haven't already, try lowering all of your video settings.

i have a very very low end card (not even supposed to run guild wars low) and i trippled my framerates by simply lowering my resolution to 800x600, you may not like that, but i dont really mind, and i can put it on high texture medium senery (or whatever its called, i forgot) and the rest on low or off, it looks fine. not anything amazing but fine.

My friend used to have a choppy game and I told him about adding -image in the GW shortcut so you can download everything and it seemed to help.
I don't know if it did actually fix it or not, or was just a coincidence or illusion.

Either you made a typo there, or you really need to get more ram or downgrade to Windows XP.

If you download the whole game with the "-image" flag, I'd advise you to defragment the file because it's huge (4Go). You can use contig for that:
