Non-elite bosses can still drop Elite tomes

I saw some questions about this, and I even thought they didn't myself.

Got this during a run today:



In Fahranur, obviously from the Djinn boss. Even if the boss does not have an elite skill, you can still get elite tome drops from them.

can you explain me what you think elite bosses are?

It never matter if the boss had an elite skill or not to drop one. As long as its a boss they can drop one.
