Okay, here's currently how things are:
Luxon/Kurzick skills - higher the rank, the more effective
Sunspear/Lightbringer skills - same thing
GWEN rep points/bounties - same thing
So my idea is, why not have special PVE only skills like those for all titles, and the higher the title is, the more effective the skill is? Or what about some kind of bounty/blessing or something? Like, extra armor if you've vanquished or mapped an entire area. Something really special for the Kind of a Big Deal title track (not sure what yet). This might be something for Guild Wars 2, but...yeah. This way you'll get more than some experience, a little cash, something to wear under your name, and a statue in Hall of Monuments. You'll have a real and actual reward.

Most people don't like that concept, the only reason they grind the title up is to get the skill stronger. I would rather just have a skill that starts at full power, thanks.

GW1 needs more content. Mindless grind isn't the same.

If you want grind that boosts stats, you probably shouldn't be playing a game that advertises a skill > time gameplay setup.
