Okay for my Build i have to get this 12 + 1 + 3 but when i did that i only got 15 instead of 16 is it becuse it says non-stacking? So what can i do i need 16 for it to work

You need a headpiece with the +1 attribute, add a superior rune (+3). That gives you 12 (from attribute points) +1 +3

You can only get one attribute to 16.
12 + 1(hat) + 3 (sup rune)
You have to get the head piece for that attribute.

Hmm im pretty sure my headpiece is the same attribute but its still 15.....

Assuming your headpiece is the right attribute and you have a superior rune, un-equip both (if the rune happens to be on another piece of armor) and make sure your attibute is at 12 without the additions.

You didn't mention what the +1 and +3 were. If it's a minor and superior rune of the same type, no they don't stack. You need a base attribute of 12 plus a headpiece with a +1 to the same attribute, plus a superior rune (+3) of that attribute.

I'm just returning to the game so I was forced to relearn all this rather quickly. It's pretty cool having main build skill associated with your head piece because you can quickly change to alternate builds without changing the rest of your armor. So with my Elementalist I can go between fire and earth by just going back to town, swap skills and just the headpiece and associated weapons with stats.

Make sure you've done the extra attribute quests as well from whatever campaign your character comes from. Most of mine haven't done it yet, and it means you can max two attributes to 12 with no issues.
