I was wondering what the best Core PvE build is I dont have any xpacs and this is my bow. I am a Ranger/Elementalist.

There is no "best" PvE build, although I'm sure lots of people will try to tell you otherwise. There are several "types" of builds you may want to try. You can search in this forum, or go to a wiki to find examples of different builds.
Barrage/pet builds are mostly concerned with doing damage and work best when combined with other B/P users. B/P builds are usually used with Flatbows or Longbows (or sometimes shortbows.)
Interrupt builds are good general purpose builds. They mostly involve using interrupt skills like [wiki]Distracting Shot[/wiki] and/or things like [wiki]Choking gas[/wiki] to harass the enemy. They usually use recurve type bows for their fast flight time (or shortbows).
Condition spreading builds are also popular. They use skills like [wiki]Apply Poison[/wiki] or [wiki]Barbed Arrows[/wiki] to inflict the enemy with conditions. They are most often used with recurve, short, or flat bows.
As a Ranger/Ele you might want to experiment with a build based upon [wiki]Conjure Flame[/wiki] or [wiki]Conjure Frost[/wiki] combined with a bow using the appropriate Fiery or Icy string and some other Ele skills.
Of course, depending upon what skills you have at your disposal and what you like to do, you can combine the traits of several of these builds. For example, you could use [wiki]Barrage[/wiki] plus some interrupts.
One thing you may have noticed though, is that none of these builds are based around using a Hornbow. Hornbow class bows have a built in armor penetration (10%) but have a very slow repetition rate and are not very popular. (You could get hold of a perfect salvage kit and use the mods on another type of bow though)

Try Kindle Arrows + Conjure flame, add in interupts, defensive stances and a rez sig, Troll ungent for self heal.
But yeah, there is no "best build"
Get more bows too, being a /E youve got alot of different DMG enhancers at your finger tips IF you have an elemental string. Now theres nothing wrong with a Horn bow, but Rangers are VERY versitle, and so should your Bow Armory be. I think I've close to 30, but I've the "xpans" and have heros to euipt too.

Barrage shines with splinter weapon, but you cant get that, its not so bad on its own though since you just have prophs. Try

Proph doesnt really leave you that many options when it comes to build as a whole lot of the more common Ranger builds (BA, BHA etc) came after proph but there still are a good few skills to use there.
If it were down to me, and this is just be of course the interrupting freak I am, I would run [skill=text]Punishing Shot[/skill] as an elite. Its a quick recharge interrupt and deals quite an amount of non-conditional damage. Combine this with skills such as [skill=text]Distracting Shot[/skill] and [skill=text]Apply Poison[/skill] and you have a pretty solid build. So maybe something along the lines of...
[skill]Punishing Shot[/skill][skill]Distracting Shot[/skill][skill]Dual Shot[/skill][skill]Apply Poison[/skill][skill]Troll Unguent[/skill][skill]Resurrection Signet[/skill]
A pretty simple solid build. Punishing Shot + D Shot for your interrupts, I added Dual Shot for a bit of extra damage although it might make the energy aspect of the bar a little harder to manage if this happens drop it in favour of a cheaper bow skill. Its always nice to cast (if you cast bow attacks ) Dual Shot followed right away by Punishing. It will be costly but will deliver a large amount of damage over a short space of time
I left 2 slots free on here do what you will with them, a lot of people have suggested bringing [skill=text]Conjure Flame[/skill] But personally I dont like it Try skills such as [skill=text]Hunters Shot[/skill] for some extra degen (just be careful to watch what your firing it at), [skill=text]Antidote Signet[/skill] for some self condition removal or even consider adding a pet into the build (although be careful with your attribs).
There are plenty of elites but to be honest a lot of them are useless you could try bringing [skill=text]Quick Shot[/skill] totry and increase your DPS or bring [skill=text]Crippling Shot[/skill] to hinder melee foes. However Crippling Shot is only really good when used properly and in high end areas, any other time its pretty much useless. If you decide to not bring Punishing Shot, make sure you have both Distracting Shot and [skill=text]Savage Shot[/skill] as every Ranger bar should have some form of interrupt.
A lot of people suggest that you should bring some form of blocking stance. to be honest you dont even need this and 99% of the Ranger block skills in the game have become obsolete since [skill=text]Natural Stride[/skill]. All you need is the know-how to kiting and you will never need a block skill (unless farming). If you really must bring one then consider [skill=text]Lightning Reflexes[/skill] or [skill=text]Whirling Defense[/skill] but I really wouldnt advise either.

Choking Gas works alright I suppose but I like my Apply Poison
