I don't really see a use for them other than +15 -1 energy regen sets. For negative sets you can use spear + shield so the only one left is recharge/cast.
The 10% skill recharge, 10% halves cast is nothing really amazing since you can get 20% on all spells on a staff and enchanting mod on it too.
The same goes for primary attribute wands, which can get you 10% skill recharge, 10% halves cast.
If you have 10/10 on wand+ focus, the staff beats it out since the staff can still accept enchanting mods and still has 20% skill recharge whereas the primary attribute wand and focus only can get 1-(0.9*0.9)=19% chance.
How is that better than a Swift staff head + don't think twice?
Also if you get hit with Atrophy you don't really care on a staff but if you're using a primary attribute focus or shield with Strength attribute then you might be hurt badly.
Am I missing out on something here?

Guess it would make sense to 20/20 spawning on a Rt/N minion bomber with 16 spawn. All I can think of.

Focus only has Reduction of condition/physical damage inscriptions/recharge mod/attribute +1 (20%)/-5 energy/-20HP /+10armor vs type inscriptions
Focus only has cast/+30HP suffix (core)
I can only see 36% recharge sets being viable over a staff and it isn't something that you would use the primary attribute for :/

all are linked to primary attribute, so that's a lot of wasted skins if they aren't put to use.

I use a +5>50 / +30 HP Focus on occasion. Otherwise it's just my high set most of the time.
The lack of skin selections for 40/40 sets, or 40/20% staves, is a continued source of annoyance. That's what PvP characters are for I guess.
