Plus in many parts of europe finding a british computer mag is like trying to find a finnish-language newspaper in USA: it can be done but it sure isn't easy.
I doubt gambling laws were the reason there were no mini lotteries in the EU; those laws AFAIK concern gambling for money, not intangible assets without intrinsic value. More likely it was just the good old redheaded stepchild syndrome again.

How about the Japanese that got like, 5+ exclusive minipets (except for the stupid "MINI MADNESS!!!!" promotion that no one did) for visiting Internet Cafe's? American's got 1, Euros got 0.
Also, in the long run, who wins? The Japanese exlusive pets are worth at least 100k+, and the American Mini is worth <20k.
