I know there are 4 areas here. What is the best (I guess in this case, most wanted) build for an Ele in each of these areas? Thanks!

If you're going as part of the obby tank, bonder, HB, etc. group then they typically want you to go SH:

Fire attunement
Savannah Heat
Searing Flames
Terina's Heat (optional)
Arcane Echo
Glyph of Sacrifice
Meteor Storm
Glyph of L.E.

Typically wait for tank to aggro and call grasping earth then glyph sac -> MS -> Arcane Echo, SH, SH then other aoes. If done right they usually dont scatter.

Savannah Heat.
I didn't take MS when I was there, but with glyph it's probably a good idea. (I used pain inverter.)

It depends on which elite area it is as well as if your running the crappy tank+nuke teams that are common in pugs or going in a team of people who know what they are doing.

In a decent team a mind blaster fueling either aegis, some form of blind or wards is one of the better options.

Most wanted... Savannah Heat nuker, because scrubs in spank n' tank groups don't know otherwise.

A SH ele would probably suit tank'n'spank play better than any other elementalist bar, seeing how SH does a lot of upfront damage quickly. Considering most tank'n'spank groups want to ball enemies up around a tank and clear them out in 5-10 seconds, SH seems the most optimal choice. Unfourtunately the rest of the concept is drasticly flawed and one-dimensional.

WELL ON NM YOU WOULD WANT:

2 monks / n/rt healer
1 mm
5 ursans, 1 with frozen soil

me and some allies did this, absolutely bulldozed everything, but what did you expect? did you HONESTLY expect UB to ...FAIL? /gasp how dare you..

as mentioned before, I found SH to be best for a pug with a obflesh tank...

for a real team though of guildies, I would consider assassin's promise as infinite meteor showers really punish the summit backlines that seem to last forever on HM.

To Danse Macabre (DIE)

I use Mark of Rodgort w/ Searing Flames generally - unless I'm in the destroyer section of the game, in which case I run Blinding Surge (air) or Shatterstone w/ Maelstrom (water), since destroyers are immune to fire. Sigh

Just go Mindblaster and take a Barrager/BHA epedemic hero with Winter.

Or run Blinding Surger/Shatterstone
