In your opinion, what item do you think it's the rarest dropped by monsters (other than keys, golds, and lockpicks)?
My opinion is the diessa chalice, I did an ENTIRE run through the dungeon and killed the final necro boss and NEVER got one. And you need 50 of them for blindfold (100 for me, I want them for my elementalist and my dervish). So I say they are the rarest item dropped by a foe in the game (rarer than elite tomes).
So what in your opinion is the rarest item dropped by any foe?

When only enemies are taken into account, probably some sort of Req 9 Non inscribable perfect stat shield with a rare skin. (Tyrian Req 9 +30 -20/20% Magmas Shield or something.)

it seems no matter which character I try with I cant seem to get the mindclouder to drop (did too many runs with many different characters to mention)....I heard its very easy to get, but not for me. 
the ancient moss staff never have I seen one of them in person, the topaz scepter and the icicle staff too seem to be harder for me to get...and that enameled shield, ah well.....
as for what I think is rare? an outcast staff or plagueborn staff with max damage.

another thing i would say are collectables that would give you a nice headgear (like blindfold, which is high common for most ppl). For example, you need 250 superb charr carving for the mo zing mask, but they drop in a semi-common way, so that would be reasonable. And since you need 50 diessa chalice for the blindfold, I'm guessing it's reasonable that they are rarer than elite tomes (heck on that run, i manage to get a elite paragon and elite necro tome and still no chalice).
However, I think the rarest would be the most commonly looked skin with a req 9 attribute (like Icy Blade Axe or Fiery Dragon Sword), if you want to put in general terms.

rarest monster drop, excluding gold weapons, keys and dyes? In that case I'd think the answer was simple, golden rin relics. Done that dungeon plenty of times and never heard so much of a whisper of one...
And off-topic, rarest drop ever in the game for me was a gold max Q7 Crude Shield, with -5/20 and +44 (enchanted)
It took me over a year to realize its value.. I think it's stowed away on some obscure hero somewhere, can't be bothered to decide what else to do with it..

I second that. 31 months of playing and i've never had a black dye drop for me. I think i've only had about 4 sup vigor runes in all as well.
some times i joke with friends that anet hates me because my drop rate appears to be crap compared to everybody else.

Ive Rarest for me would be a r8 perfect golden anything (blues I get quite a few), I would also put a superior Vigor rune drop under rarest drop category.

Whatever I'm looking for suddenly becomes non-existant. I decide to get FoW, I don't get an ecto in 15+ W/Rt runs. I decide I want a Tormented Weapon, titan gemstones stop dropping. I realise I could use a collector weapon to save cash. The 20 bajillionty I kill don't drop them.
It's more annoying when it's like Beetle Legs (example only here). Surely I could just rip the god damn things off their lifeless corpses :/

Also, my mesmer seems to get nothing but dye drops, once with 5 blacks and 3 whites in one day.
I keep them in storage in order of quantity and i actually get less red dye than any other colour, so red dye is rarer than black for me
Yestoday i even got 1 black and 1 white dye from a single mob doing ruins of surmias bonus on my canthan mes. I might just dye her beltpouch black.
