PC on Skull Shield and Miniature Shiro

Hi, I have would like a PC on the following two items:

Miniature Shiro

and


Skull Shield
Req: 9 Tactics
-5 (20%)
+10 armor (slashing)

Never seen a dual inscrip. shield but maybe its common and wont be upgraded with a handle? You tell me, any answer is appreciated.

YEah you cant upgrade with handle Nice mods for some Pvp though i would say 20-25k imo.
