OK, can someone explain what happens to an account when it is banned?
Is it deleted totally, ie, the character's name can be used by someone else, all data on the account no longer exists?
Or is it there, and just can't be accessed, so the HoM link would technically still be possible, if allowed by Anet?

ip addresses are not unique to the same person all the time, there are sets of ip's for a certain geographical location, and while only one person can legitimately run a specific ip at a given time, it does not mean that that is their permanent ip.

My opinion, GW1 bans shouldn't be banned in GW2. However, they should NOT be able to link a banned account and get the benifits in HoM etc.

What I did was merely start with the known official statements and corellated them with the statements that banned people have purchased new boxes and have not been automatically banned. From then, I speculated about the possible actual policy.
Of course it's all blowing smoke. However, that's how smoke signals work.
BTW, if my speculation is correct, GW1 banned accounts will have no effect on GW2. The moment one would claim a connection to a banned account, he'd give himself away.

Well they did say "when they find them" so, it is more of an ongoing process than an immediate action. In time they will catch up to those 3rd accounts and more than likely will run checks initially when GW2 comes out for banned account links. I'm not saying that SOME of the criminal 117 can't bypass the system, I'm just saying the system will actively search for them and get them eventually. If they messed up once, just like all criminals they will mess up again and lose that 3rd account, if Anet NCsoft doesn't find it beforehand. As Gaile I believe worded it "you are subject to" being banned and the rest of those accounts as well. This had more to do with "botting and gold buying and selling at that time" as that was more of a major issue than merely exploiting the game. So, that is where Anet NCsoft can be more apt to look for ALL accounts vs just a handful since 117 members is paultry compared to the 1000's of botters and gold sellers and buyers they are after.
In essense though it's kind of like getting banned on a forum, they can ban the "name", but, they can't ban the person. It's too easy to change your IP addresses these days for a perma ban on any forum or just use an anonymous proxy to begin with. So, same could be said for GWs they can ban that account, but, if a person really wants back in bad enough they will find a way. Thing is about GW I would't want to lose 3 years of play on an account by doing something ignorant and silly like these 117 did or people that buy and sell gold within the game.
