As long as weapon has a inscrption I can reinscribe it right and change the pommel right if its a sword.

Bear in mind that if the weapon itself is expensive, don't try to remove anything without a perfect salvage kit. Only a handful of upgrades are worth saving anyway; it is usually cheaper just to overwrite them.

nor can you add certain mods to certain weapons, ie, you can't put an icy mod on a fiery dragon sword, etc.

you can safely inscribe over old inscriptions, mod over other mods. It's the safest way to change your weapon, without risking destroying it w/ a salvage kit. however, sometimes it's better to run the risk if it's a cheap weapon, and the inscription is good.

You could also get a perfect salvage kit if you have GW:EN. That way, you'll be able to keep the mods without breaking the weapon.

You can change the Inscription, the Pommel, and the Hilt, except as noted above.
