Effective Health regen is only 10. For instance if I have mending thant's +4 health regen and healing breeze that's +9 I will have a total of +13 health regen. But I will only get an effective +10. But that extra +3 will come into play if I get a condition or hex that gives me negative health regen. Say I get hexed with Suffering(-2 health pips) and Conditioned with Poison(-4 health pips). I still have the mending and healing breeze on me for a +13 total. And factor in the -6 health pips of degen for effective of +7 health regen.
This would also effect energy regen if you could get a +energy regen of more that 10. But in most cases you wouldn't but you could if you had enoguh people with the skills. Which in most cases you wouldn't.
