I see runners everywhere in Kamadan to Consulate Docks

How can you get their your self without mapping there? I know you get there by doing a quest but how do you run there repeatedly?

umm when you do the quest dont accept the reward rather abbandon it and take people with you when you redo. rinse and repeat as needed.
