Question when not meeting equipment Requirements?

Ok I just noticed something. I had an equipped Ankh req 8 healing that gives +12 energy. When I reduced the healing attribute to 7 I noticed I only lost 6 energy points. Is this the same with all items? Like a shield that is 16AC req 9 tactical if I equip it without any tactical attribute will it be 8AC anyways? Same with weapons I guess do they just reduce min/max damages by half their value?

yes for the shields, but not with weapon damage I believe. If you don't meet those req's your weapon will have the damage range of the respective starter xx.
