PC on two Gold max weapons. ( bow, wand )

I was wondering if i could get a PC on:

Gold Icy Caged Short bow of Enchanting
Cold DMG 15-28 ( req. 9 marksman )
Enchantments last 19% longer
Inscription " vengeance is mine "
DMG +20 ( while health is below 50% )

( I was looking at all the components on it and was thinking ( and trying to gauge price for myself ) that it may be worth around 7k? )
