PC on gloom shield

Can i get a pc on a gold req 10-11 tactics gloom shield with inscription or -5/20% of fortitude

about 30k i think ... i bought a req9 1 for 55k

bought a req 10 str from a guy asking 25k. came with +30,-5/19%. tac is usually less than str, so i'd go 20-25k on req 10, 15-20k on req 11

sold clean req 10 tactic hardly for 10k.................
