From what you mentioned, it sounds like you have Prophecies, so a few places to check would be Ascalon city, Yak's Bend, Lion's Arch, and Droknar's Forge.
awmiscool
Yeah ive been to the armorer, and made my armor. The next set is that the places listed above?

Also keep in mind that you don't need to upgrade your armour at EVERY location. It can get a bit expensive. I generally get pre collectors, upgrade at LA, and then get max at droknar's if I'm not getting a run straight to max.

Keep playing through the game, you SHOULD be able to pull through with the better set of Ascalon City armour for quite a while. Consider getting Collector armour pieces along the way.
Definitely try to get a full set of Collector armour while you're in Maguuma Jungle you're going to need it in the Desert. Don't bother with the Desert set since you're going to reach Droknar's Forge after that.
Make your max armour in Droknar's Forge.

Its just my opinion but I would just get the collectors armour till you reach the max armour level crafters.
Then spend the cash on something thats going to carry you through the rest of the game.
Or untill the lure of the elite armours becomes too strong.
doing otherwise is the way to remain poor for a long time in this game.

If you have the time and are looking to save on armor there are two collector sets that I would recomend, first is located in and around Venari's Refuge and the second is in the Crystal Desert.
Crystal desert armor is max, but you can not add inscriptions to it.
Normal mode is rather forgiving, while max armor is certainly helpfull its not absolutely needed to complete most missions. However the last 6 missions you really should have max armor as you will be fighting some of the toughest monsters in Prophices.

Like the poster above me said, not at level 10. However, at level 20 I'd use survivor insignias to offset it, as well as vigor runes, and a vitae rune, which stacks. It won't give it all back, but enough so you won't notice it's gone.
RPGmaniac
Save runes and insignias for when you get your max armor.
