In my opinion:
Because they are skills hastily slapped together without thought or planning and without much work put in to either balance them or give them distinct graphics.

And I'm pretty sure it completely took ANet by surprise that all the other skills and the entire PvE campaign has been completely obsoleted by these god-mode skills. IF they've even realized it yet, that is.

I've played UB & don't see it as being the godly skill everyone seems to think it is. Maybe my Norn rank isn't high enough, but I certainly don't mow through mobs with ease.

If you follow the story, i'm 90% sure that its only the Norn that can do those avatars, they are more in tune with nature that humans are.

Exactly, only Norn can change to these forms. That is why they are called Blessings and not forms.
