Can someone give me a price check on this baby:

Since it would sell better with 20/20 and +30, can someone also give me what this would be worth with those mods as well?

Do not bother modding weapons to sell them, they will only increase the value of the weapon by.... The value of the mods. Also, as this will sell as a caster item, it will sell better with a 20% enchantments mod
