Leaving Pre-Searing to Post-Searing Mission

The first time that I went on the mission to leave pre-searing Ascalon, I fought in a PvP battle before going on to fight the Charr. However, on my second character when I left pre-searing it didn't let me do the PvP battle. Is this normal? Is this a bug? Thanks.

Sometimes, if there's not enough people in the district (I believe) who are waiting to do the mission, it will pass straight through.
Useful to survivors, I hopped over to an Empty Russian Server, then went through without the risk of loosing it to a 'strong' PvP team.

i think that if you do it at a time when not enough people aren't leaving pre searing it does that; it happened to me too.
