Handbook farm?

I want to get into Hero Handbook farming HM, but im a bit confused. How do i repeat some of these quests? Do i just do some of the dungeons over again, Curse of Nornbear, Agains the charr)? Or do i actually get the actual quests that came with these dungeons somehow?

Just talk to the NPC you got the quest from the first time. They're completely repeatable. You only get credit for the dungeon if you have the quest in your log, though.
Primary Quests however, are what you listed. You can get those quests again by talking to the Scrying Pool in the Hall of Monument. I believe you select "Show me past events" or something similar to that. Once again, they are completely repeatable.

You can get the quests again by looking into the scrying pool in the Hall of Monuments. Just double check your quest log to see if the quests are in there again, to be sure you're doing it right.

If you're doing it the most efficient (and boring) way, that is repeating the minimum three quests endlessly, then there's no need to use the scrying pool.
Just talk to the pertinent npc in the start town - for example, Sif in Sifhalla for the Nornbear. The primary quest npcs all have a green pennant over their head, unlike the dungeon npcs who have a green dungeon door.

I use the scrying pool to collect the quests so i can quickly look into my quest log and travel where I need to go. Just look at past events and accept the quests. The books quests are the primary quests so they are right at the top of the log. simple. No hunting down the right NPC or anything.
