Does using Stunning Spear/Spear of Fury with Anthem of Flame allow the user to gain the conditional benefit?

Stunning Strike's conditional effect does seem to trigger when used with Anthem of Flame.
However, Spear of Fury's conditional effect doesn't trigger when used with Anthem of Flame. It does trigger when used with Anthem of Weakness though (I think this might be a bug of some sort, as it's certainly odd that it triggers on one and not the other).
