Are you sure you had the right person *selected* when typing /report ?
The most common mistake is clicking the person's name on the chat, just as if you wanted to whisp him, but instead of whisping you type /report. The effect is that a random person you had *targetted* gets reported.

I just tested this, and I think you're under a misimpression about how to use /report.
You select a player to /report. Only if you have no one selected will it work with a typed name. This means you have to deselect any player, which you can do by choosing the Xunlai Chest, a Henchman or NPC, etc. Then, while not selecting someone in the district, you can type /report (name of player here) and that name will be filled in on the report page.
Incidentally, no one was blocked with a report or even two. And no one is banned for a single erroneous report or two. We look at aggregates before we block, which means it would most likely take more than two to result in a block.
- You can type in a name if you do not select a player.
- You can select a player and that name is automatically placed into the report page.

How could we not be under a "misimpression"? There are no instructions on these kinds of things and the intuitive way would be to assume the typed name would take precedence.
