Makes perfect sense to me :-D
My vision is this: You only get benefits from what is displayed/visible....
If you only added 1 monument you get a small benefit.
If you added 2 monuments you get a bigger benefit.
If you have added 5 monuments, you get the maximum benefit.
If you add more than 5 monuments, you get the same benefit as 5 monuments, no more. (except you do get to play the "rearranging game" LOL)
I am imagining that only the number of visible monuments matters, it doesn't matter which monuments they are, and it doesn't matter if there are more monuments available "behind the scenes".
Once again: this all pure speculation on my part. When GW comes out, if I discover it doesn't work like this... then I'll put in all the extra stuff I haven't bothered to add yet. But in the meantime, I'm happy to avoid the "rearranging" problems!
