Without a doubt the best skill is.... Capture Signet. Go cap some elite skills 
and if you mean... best skill per profession.... every profession has more than 1 great skill, it all depends what you want to do.

there isnt one single best skill in this game becuz in any which way you look at that skill, it can be countered. but if i had to pick one, it would be Ursan Blessing becuz its so easy to use and its very over powered.

lets not kid ourselves, there are certainly better skills then others. Anyways, There is a reason they gave you 8 slots is to utilize 8 skills that make your character. (Ursan does not apply here and I will not talk about, I am sure you know why) However it begins to become more complex then that for there is a difference between PvP and PvE. A shock warrior or a Powerblock mesmer is not nearly as effective, (if at all) in PvE as he is in the arenas or GvG.
At the same time a Nuker in pvp would more or less be laughed at in most forms of pvp.
So to the OP I must say that I am suprised with you leveling every charcter, (unless you mean you have 5 lvl 20 pvp characters) that you would ask such a basic question, this in not intended as a flame only that by such time you should have realized you question is virtually unanswerable. Essentually you need to know what skills function well with you, as a character your team/heros, and the enviorment you are about to enter.
Finally take a look through wiki and guru and you will quickly find many of the bad skills that I and others here have mentioned and maybe you will create a good build utilizing such skills... Hey it happend to frenzy

U guys forgot orision of healing. And oh yes, healing signet, make sure u use it when under heavy attack, it's very effective.

1 place - Word of Healing - Otherwise you would all die and you could only capture signet once, which means that WoH PWNS the capture signet. its not even a competition, without the heal ALL you damage skills are useless!
2 place - Ursan Blessing - Combine this with the first place and you have the winning team.
3. place - Rebirth/Capture Signet - If shit DOES hit the fan and the nr 1 winner did not manage to fill his 1 place position the second place winner will have to use his quick feet to go away and make the first place winner able to fight again, the first place winner could also get away and use the third place winner on the second place winner person. ..
