"Splinter Weapon" changing staff skin?

Hi,
When playing with Sab's build (a.k.a. Triple Necro Venquish) last week, I noticed something I did not see before when I was casting spells (with an ele char) or may be when enchanted: my staff changed skin.
Could it be due to "Splinter Weapon"? (no info on that in the wiki or on GWG either)

thats for all weapon spells......its been there since the release of factions and affects all weapons

Wiki shows the skin for other weapons:

One time, I have one guy - a tank - ask me to stop putting weapon spell on him because its ruining his colossal scimitar sword.

Ok, just to stop the back and forth bickering, it's like this: Fril went on the wiki and checked Splinter Weapon to see if that was what was causing the skin change - there was no information on that on the Splinter Weapon page. The correct info was to be found on the Weapon Spells page, but Fril wasn't to know that.
Sure, the wikis are great for information, but sometimes you need to know WHERE to look, ergo not his fault.

I found that wiki page today. I originally thought it was due to Bane Signet I cast while on monk quest on Shing Jea(new character). I may have known about it before, but had forgotten. What I'd like to know is, are those skins available anywhere in-game(weapon already has them), or is it only under spell effects you get them? Some of those look really good.

the axe and bow skins are quite similar to the torm axe/bow

Torm=Torment bow? Never seen one in-game before, but Im guessing theres a pic on wiki 
Edit: Just looked it up on wiki, and I wont have one for a long time, if ever, because they're a Nightfall weapon, and I don't have NF. If they drop in EotN, maybe, but otherwise, none for me.
