Hex spell For 10-20 seconds all nearby foes skills cost 10-30% more energy to cast.

Don't know the about the para one.
Is the mesmer one a hex,would be quitte usseles with the long recharge and small range,otherwise its op.

I think the Paragon should be a little less "GOD-MODE INITIATED". Maybe add "This Shout ends if you use an attack skill" to balance it a bit? :s

Like the Sin one, Cast it next to base defender in AB and hit one of those annoying tankers and watch them get owned

Maybe it's just me, but I notice a serious trend with player-made skills...
They always have an insane recharge time, seriously, it is only in a very rare instance when I would use a skill with a recharge over 30 seconds, and even then, I would only use maybe 3 that have a recharge in the range of 20-30 seconds. If your skill is in that much danger of getting spammed, then it probably may be IMBA.

this would encourage so many noobs in a TEAM game to 1v1 anyone of there choosing.
This is a horrible one imo.
